  • Emilie Boyles is a reporter for CBS-affilliate KXGN-TV in Glendive, Montana and is the sole correspondent for 15 oil-rich counties of Eastern Montana and 3 in Western North Dakota.  She is a non-profit consultant specializing in disability and poverty issues and former and co-host of the Oregon Voter’s Digest on Oregon Public Broadcastings (PBS Affilliate) Golden Hours, KBOO Radio, and cable television. 

    Educated at Alaska Pacific University and Portland State University, Ms. Boyles has spent over 20 years in non-profit management in the Northwestern United States and serves on several non-profit boards in the Portland Metro area. Her passion is to direct organizations to run more efficiently by identifying new fiscal resources to bring to the Portland area and to better utilize local workforce initiatives. She has authored a myriad of publications including Best Practices in Organizational Payeeships and Portland’s Secret Sales (Co-author) and The Job Club Curriculum.

    Ms. Boyles actively pursues justice for a variety of civil rights causes ranging from resolving issues of poverty, creating balanced disability services, and accreditation for immigrants trained abroad. She is an experienced investigative reporter, researcher, project developer, and motivational speaker, and published poet.

    Career History:
    • 4 Years - Special Projects Manager for national advertising agency:

    • Created a school liaison program to benefit school districts throughout the United States.

    • Strategic planning for department that resulted in a four-year success defined by moving electronic sales from 1% to 32% of gross profits.

    • Managed legal issues regarding patents, electronic communication and related public relations.

    • Responded to multiple customers including company vendors, buyers, manufacturers, programmers, and other company departments. Developed and utilized a tracking program for hundreds of simultaneous request from multiple sources.

    • Assigned, tracked, and reported progress of multiple customer requests on weekly and as-needed basis.

    • Worked with non-profit organizations receiving corporate donations.

    • Chaired company safety committee, instituted OSHA training for safety committee members and wrote safety protocols.

    • Participated in the design and layout of national catalogs.

    • Responsible for creation, execution, and quality control of several websites.

    • Effective catalog sales order taking, up-selling and customer service.

    • Supervisory duties of Web Department staff including approval by INS to hire immigrant workers, staff development, training, and assignment management, and hiring/firing responsibilities.

    • Creation and execution of successful marketing campaigns.

    • Fiscal projection, annual budgeting, for own department as well as forecasting fiscal success of projects in other departments.

    • Web programming responsibilities in Cold Fusion, SQL, HTML, JAVA, and JavaScript.


    • 6 Years - Education Coordinator for non-profit disability advocacy agency:
    • Developed a National Model used by the Social Security Administration. The program created standards for non-profit management of representative payee programs.
    • Developed an advocacy-based education program including housing , low-income budgeting and survival skills, recreation, community safety, low-income energy fairs, and accessible cooking.

    • Served up to 250 individuals per quarter with average of 4 encounters per individual.

    • Served on HIV case management network.

    • Preparation and execution of public relation campaigns including print and broadcast media.

    • Organization of grass-root community advocacy efforts.Co-Authored Portland’s Secret Sales – shopping survival guide for low-income individuals.

    • Portland Police Department’s Developmental Disabilities Advisory Board to the Chief of Police.

    • Created and made public presentations both for consumer groups as well as professional organizations and media events.

    • Tracked and maintained records required by federal grantors.

    • Hunger Task Force participation.

    • 1001 Friends of Oregon participation.

    • Crafted legislation in conjunction with Oregon State Senator to benefit low-income and disabled Oregonians.

    • Created energy awareness program for individuals with disabilities and partnered with the Community Energy Project to bring supplies and additional resources to those individuals.

    • Supervised, hired, and fired staff and volunteers policy. Volunteer coordination and development.


    • 6 Years - Culturally Competent Media Relations:

    • Co-host, Oregon Voter’s Digest on NPR, KBOO, and state-wide cable.

    • Campaign manger for federal political campaigns for both democrats and republicans.

    • Director, Slavic Services Center responsible for public awareness campaigns to both Americans and East European refugees.

    • Chaired 2004 Portland Mayoral Debate.

    • Created media opportunities for private school serving primarily impoverished African-American Students.

    • Created successful public awareness campaign for the Buffalo Soldiers.

    • Created media campaign for local, unfunded Jobs program attracting volunteers and funding.


    • 15 Years - State, Local, and Federal Government Contractor:

    • Serving low-income and special needs populations.

    • Manage shelter and social services for Sunnyside United Methodist Church.

    • Responsible for the oversight and training of 23 consultants and sub-contractors.

    • Planning and delivery of services in timely, cost-efficient manner.

    • Development of natural and community resources, including volunteers to meet needs of low-income individuals with disabilities.

    • Group home and foster home behavior consultation.

    • Self-sufficiency training.

    • Parent training and consultation for Public Defenders, and the Multnomah Office of Developmental Disabilities.

    • Created and presented domestic violence programs.

    • Created Developmental Disabilities homeless crisis program. Obtained funds for the Royal Palm Hotel program.

    • Created training for the Portland Police Bureau, the Oregon State Police Academy, and various law enforcement agencies regarding the culture of developmental disabilities, how to communicate with developmentally disabled individuals, and how to bridge the gap between the subculture and legal community norms.

    • Created SAFE training for individuals with developmental disabilities regarding how to relate to law enforcement officials and how to prevent victimization.

    • Member, AIDS Case Management Network and AIDS prevention trainer.

    • Certified Futures Planner for individual and family goal setting.

    • Provided counseling for crime victims, adult survivors of childhood sexual abuse, and grief.

    • Salvation Army consultation for West Women’s Shelter and Harbor Light Center.

    • Financial Benefits and funeral planning.

    • Career Counseling for Ecumenical Ministries of Oregon’s Job Opportunity Bank.

    • Participated in closure of Fairview Training Center and Damasch State Hospital.

    • Multnomah County Crisis Bed management for Rainbow Adult Living.

    • Community Action Commissioner (Federal oversight board for FEMA and HUD funding).

    • Participated in Gleaners programs.
